Very simple. We need a client letter which projects high value and professionalism. This project is very important and there will 99.9999% be a winner selected.
We have purchased extremely high quality paper to print, now we need the design to match.
I have attached similar examples to what we want as well as the current version of the letter. It needs A LOT of improvement as currently it looks boring and unprofessional.

Everything is on the example I sent. Please reuse the content but get creative with the design. I have also attached a couple of nice examples, but these too need to be improved.
What to avoid
Minimal without looking boring/unprofessional. Also when a winner is selected I need the file to be editable on an document.

If you use fonts that require a license, confirm with the client they're ok with it. For licensing reasons, it is better to provide your client with information on how to acquire the font rather than providing the actual files.
